Added code to detect that no files were inserted into the

  tree for a restore. If a specific JobId was specified, the
  user has the option of restoring everything.
- More progress in implementing 64 bit DB Ids.
- Modified the daemon start messages for RH.
- Implement update scripts for all database types.
- First cut at implementing restore directory (it will not
  recurse).
