- Move test for MaxStartDelay as suggested by Peter.
- Implement Python methods (I had to read the Python source
  code).
- Implement run() method in Director.
- Add Priority and Scheduled time to Job report.
- Add JobInit and JobRun events.
- Add Priority as Python read/write attribute to Job.
- Correct typo in bsmtp reported by Jo.
