repositories: revert to apt install ./keyring.deb

This was changed in commit 90560bdfe55bc4003e423455d87f39fa0589c354, but
actually works with apt ≥ 1.2.24 (xenial) on Ubuntu and apt ≥ 1.4.7 (stretch) on
Debian, as we later discovered.
