arm: pxa: palmtreo680: get rid of obsolete CONFIG_SYS_LCD_PXA_NO_L_BIAS

Looks like the define CONFIG_SYS_LCD_PXA_NO_L_BIAS is not used anywhere
else throughout the U-Boot sources any more. Drop it.
