ARM: HYP/non-sec: Fix the ARCH Timer frequency setting for sun7i

Earlier commit 73a1cb27 mistakenly used CONFIG_SYS_TIMER_CLK_FREQ.
It should be CONFIG_TIMER_CLK_FREQ.
